APGF는 러시아의 우크라이나 침공을 규탄한다


APGF는 러시아의 우크라이나 침공을 규탄하고, 러시아에게 우크라이나에서의 즉각 철수와 전쟁 종료를 요구한다.


아시아태평양녹색당연합(Asia Pacific Greens Federation; APGF)은 주권국가 우크라이나에 대한 러시아의 침공과 푸틴 대통령의 핵전력 준비태세 전환 결정을 강력하게 규탄한다. 아시아 태평양 및 중동 지역의 녹색당 연합인 APGF는 러시아에게 즉각적인 전쟁 중단과 우크라이나에서의 모든 러시아군 철수를 요구한다.


APGF는 우크라이나 및 그 국민과의 연대를 거듭 강조함으로써 유럽 및 세계 전역에 군사·정치적 위협을 가하는 이 독단적이고 무책임한 행위에 대항한다. 우크라이나에 대한 러시아의 전쟁은 세계 평화, 안보 및 인권에  해악을 초래한다. 결정적으로 러시아의 침공은 국제법의 기본 원칙에 위배되며 인류가 두 차례의 세계 대전으로 고통스럽게 얻은 교훈의 가치를 폄하한다.


APGF는 아시아 태평양 및 중동 지역을 포함하여 모든 글로벌, 대륙, 국가 및 지방 기관에게 긴밀히 조정한 비폭력·전략적·지속적 협력 외교 수단과 대화를 통해 러시아의 자금 조달 능력을 제지하고 약화시킬 것을 다시 한 번 촉구한다.


APGF는 궁극적으로 일반 대중에게 영향을 미칠 일반적인 제재에 찬성하지 않는다. 제재의 대상은 러시아의 과두제 집권층, 군사, 전쟁을 시작했고 지속하는 자여야 한다. 우리는 많은 러시아 국민이 전쟁을 반대하며 우크라이나 국민의 곤경에 공감한다는 것을 알고 있다. 우리는 전쟁에 반대하는 러시아 시민과 반대하는 과정에서 투옥된 사람들을 지지한다. 우리는 그들의 즉각적인 석방과 러시아 연방 내부 시민들의 평화적 시위의 권리를 요구한다.


APGF는 우크라이나에 대한 인도적 지원 및 의료 지원을 지지하고 유럽 정부가 솅겐 국경 개방을 포함하여 망명을 원하는 우크라이나 난민을 위한 자국 난민 수용 및 대응 장치를 즉시 준비할 것을 촉구한다.

APGF] 러시아-우크라이나 긴장 고조에 대한 성명서

아시아태평양녹색당연합(APGF)은 오늘 러시아와 우크라이나 간의 긴장 고조에 대해 우려를 표명하고 모든 당사자가 외교적 협력을 통해 항구적이고 평화로운 해결책을 찾을 것을 촉구한다.


APGF는 인권에 중점을 두고, 생물다양성 손실과 기후 변화를 포함한 전쟁으로 인한 환경 파괴 대하여 적절히 고려한 비폭력 대응을 촉구한다. 전쟁은 우크라이나 지역을 완전히 파괴할 것이며 인명 피해 및 환경에 대한 손실과 침해를 초래할 것이다. 우리는 반드시 신제국주의와 군사적 팽창주의를 벗어나 기후행동을 중시하는 사회로 진화해야 한다.


APGF는 모든 이해당계자가 상황이 군사적 대응으로 확대되지 않도록 노력할 것을 촉구한다. 우리는 무기를 생산하는 국가들이 이러한 종류의 분쟁을 조장하는 데 있어 자신의 역할을 검토하고 지속 가능한 녹색 해결안을 개발하고 지원하는 데 자금과 자원의 투자를 장려할 것을 호소한다. 모든 정부는 우크라이나 및 우크라이나 인접 국가내 민주주의 기관과 시민 사회 조직을 존중하고 옹호해야 한다.


각국의 정부는 더 적은 힘을 가진 더 작은 국가를 지원하고 옹호하고 존중하는 조치를 취해야 한다. 이들 정부가 증폭해야 하는 목소리는 인권을 위한 목소리와 지구를 위한 목소리 뿐이다. 우리는 과거의 실수를 반복해선 안되며 우크라이나에서 일어나고 있는 일이 지나간 시대를 연상시킨다는 사실에 경악한다. 미래로 나아가는 우리는 기존과 다른 선택을 해야 한다. 앞으로의 지정학은 재생 에너지 사용을 촉진하고 탄소 발자국을 줄이는 협력에 기반해야 한다. 우리는 개인주의적 이익이 유발한 갈등을 넘어 현재와 미래 세대의 지구를 보호하기 위해 함께 노력해야 한다.

3월 6일 성명 원문

APGF CONDEMNS RUSSIAN INVASION ON UKRAINE, DEMANDS IMMEDIATE WITHDRAWAL OF FORCES FROM UKRAINE AND END OF WAR

   The Asia Pacific Greens Federation (APGF) condemns, in the strongest terms, the Russian Federation’s invasion of sovereign Ukraine, and President Putin’s decision to put his nuclear forces on alert. The Federation of the Green parties in the Asia-Pacific and Middle East region demands an immediate halt to the war and the withdrawal of all Russian troops from Ukraine.

   The APGF reiterates its solidarity with Ukraine and its people in countering the arbitrariness and irresponsible act of creating military and political threats of a pan-European, pan-world nature. It recognises that the war against Ukraine is detrimental to global peace, security, and human rights. Critically, Russia’s invasion contradicts the fundamental principles of international law, and devalues the painful lessons learned by humankind from the experience of the two World Wars.

   The APGF once again calls upon all global, continental, regional, and local institutions, including in our own region, to coordinate closely and take nonviolent, strategic, and sustained collaborative diplomatic dialogues and détente that act as deterrence and weaken Russia’s ability to finance war against Ukraine.

   The APGF is not in favour of general sanctions that ultimately will impact the common people. The sanctions, therefore, must target the oligarchs, military complexes, and those starting or continuing the war. More so, we understand that many of the people in Russia are not in favour of war and are sympathetic to the plight of the Ukrainian people. In view of this, we support the Russian citizens opposing war and those who have been jailed for their opposition. We call for their immediate release and the right for peaceful protest inside of the Russian Federation.

   The APGF supports humanitarian and medical assistance to Ukraine, and calls on the European governments to immediately prepare a response apparatus to receive Ukrainian refugees in their countries, including to opening of the Schengen borders for Ukrainian refugees seeking asylum.

APGF STATEMENT ON RUSSIA-UKRAINE ESCALATION

   The Asia Pacific Greens Federation (APGF) today expressed concern about escalating tensions between Russia and Ukraine, and called upon all parties to find a lasting peaceful solution through collaborative diplomatic efforts.

   The APGF urges a non-violent response, with a focus on human rights and due consideration of the environmental destruction caused by war including biodiversity loss and climate change. War in this region would be devastating and cause loss and violation of people and the environment – we must evolve beyond neo-imperialism and military expansionism to focus on climate action.

   The APGF calls upon all stakeholders to make efforts to ensure that the situation does not escalate to a military response. We appeal to those countries who produce arms to review their own role in facilitating conflicts of this kind and encourage investment of those funds and resources in developing and supporting sustainable green solutions. All governments should respect and advocate for the democratic institutions and civil society organisations of Ukraine and its neighbouring countries.

   Governments must take action to support, advocate for and respect smaller countries with less power, and to amplify two voices only: one for human rights, and another for the earth. We cannot go back to past mistakes and are alarmed that what is happening in the Ukraine harks of an era gone by. We must make different choices going forward into the future which focus on more collaborative geopolitics to facilitate use of renewable energy and reduce our carbon footprint. We must move beyond individualistic profit motivated conflict and work together to protect our planet for now and future generations of the world.
